Don't it requires you to have a server in the jurisdiction where you want to get that "permanent establishment"? I recall that for years ago I visited a Island in the Caribbean where they required me to have my own server in order to get a company there which allowed me to not to pay any tax. but thats almost 12 years ago ;)
 
I should maybe say my opinion here and say that it is extremely important you take up a good-quality web hosting offer. I can't believe how many times I've spotted absolutely abysmal "web hosts". I don't recommend skimping on this if you consider doing business online even for a moment.

But really, can a web server location be used to determine the residency? I'm not really sure of the benefits when compared to actually incorporating your company offshore.
 
I was in Montevideo for some years ago looking at the different free zones they had there. What they told me was that I was required to have a office space within the free zone but there was no requirement to have staff there a server that was connected to the Internet was sufficient!

That seems like an interesting requirement, which of course is a better alternative than paid staff. In this case though I hope that server also includes server management, you need someone to maintain it!
 
You didn't need to have the server turned on, only when the authorities made their annual check the box needed to be turned on :D sounds craczy but true.
