I cannot speak for all Latvian banks, but the one i work with requires incorporation within any EU country along with an bank account also in Europe to settle the payments.

Just wanted to share this, 2checkout has just approved one of my clients businesses, which is incorporated in Seychelles and his business bank account is in Cyprus. However he also has the Payoneer Mastercard, and payments can be made directly from 2Checkout to the Payoneer card.

Huh? I never claimed Moneybookers offered merchant accounts and i never said they offered POS solutions - actually i wrote that the OP would be better suited with another solution for POS.

Should be noted that Moneybookers does offer creditcard processing (yes real processing via XML API, with your own billing descriptor) . A virtual terminal is possible to process cards manually, but for POS transactions you will be better suited with another solution.
I think Payoneer issues cards to all countries, so it should work with Seychelles businesses as well. In regards to PayPal, i believe they allow withdrawing to an US bank account, no matter which country the PayPal account is registered in.
