I can register a company from distance without travelling to Bulgaria.

Also for me and other users? If so, why do you say darks can't be used then, who is going to check the documents?

For all users.
Without travelling to Bulgaria I need a Power of Attorney + translations and certifications of docs (Bulgarian embassy).

For legal setup Bulgaria seems to be cheap and fine if it really covers everything you need, the fee that @Internationaloff listed! Otherwise go for Ireland, UK, Cyprus!
