Paypal Asian Debit Card

For American Paypal customers, Paypal has a special debit card so that you can withdraw money from your Paypal account at any ATM machine. Does anyone know if Paypal will also offer this to Asian or European customers?

I suggest you try to contact their user services? like email them, call them, etc. I'm pretty sure they can help you with that.

I have actually tried to contact them via email but that was several weeks ago and I still have not heard back from them. I was hoping that one of the forum members perhaps had some type of experience on the topic.
