Looking for an anonymous phone SIM card working on western Europe carriers

Can be tapped of course and nothing is encrypted, but this is the case for all conventional landlines / mobile phone services (also as they have to use cell towers).
I think he refers to it being less secure than something like Wickr/Session/any other secure messaging provider.
Voice recognition, pattern recognition, etc. There are so many tool routinely used by LE (and criminals) that make an “anonymous” SIM completely useless.

Keep seeing 'tapped' -> does anyone even use a cel connection for calls/msg's now? let alone a landline?

This occurs in the bg yes... everything is captured... regardless of a tap.
 
This should be simple enough. Lyca mobile works quite well for your needs and does roam those countries.
I can send 'stealth-register and send you a few Lyca sim cards as the cost next to nothing here, but you have to send me a prepaid label for the shipping to wherever you want these delivered.
As regards subsequent topup, there are ways around it if Lyca would not let you topup from a different country. You could use a VPN + a throwaway virtual card when topping up to simulate the country from which the card originates.

In all EU countries you can find homeless people that are willing to assist you. I see it happening every day.
Buzz me up, there's a little business we could do with these homeless folks if you're happy to work with them. EU only.
 
You can walk into any Vodafone store in Portugal and buy a prepaid/top-up sim card for 10-20 euros with cash without any KYC. There's even one in the Lisbon airport terminal for tourists looking to get something local. For 30 euros you can get an unlimited data SIM valid for 30 days, if you prefer to call via data.
 
I don't know Portugal, but won't you need to do this Video verification once you want to activate the prepaid card?

Some countries in Europe don't have any sort of verification while others have.
This is correct as far as I know. The Czech republic and the Netherlands are some of the only few countries without KYC on SIM cards.

What are bulletproof ways of avoiding voice recognition if not speaking isnt an option? I guess a simple voice changer software isnt enough.

About simcards: In every country with kyc simcards exist shops that sell already activated simcards. These shops can be found in every bigger city in areas with a high % of immigrants. Or you go for ebay as written here before.
If you want to go for simcards which dont require kyc by law then the UK and Portugal have good data packages. The UK simcards even cover a lot of countries around the world without extra costs. The only con is that they need to login into UK cellphone network every 3 months i guess.

What you describe looks interesting for cases in which two counterparts need a secure communication channel but its not the right device for the described case.

Restoring the original voice from a voice changer is a trivial task. The only way to communicate securely is to establish an encrypted end to end communication between the participants.

This is really cool although if you watch the demo it's a little unwieldy when used with cell phones. I was looking for something like this but it seems like it's almost always for government customers only. Most of these other "PGP phones" though are just a bunch of cowboys using unvetted encryption techniques. Like Diomerc, No1bc, Chatmail etc. The fact that some of these services are run by fugitives doesn't help either.

Seems like all you really need is a burner phone to register for Signal and an iPhone with a data-only sim, all of the tracking settings disabled, and a long password. Optionally have cameras removed from the phone (like We have Non-camera iPhone SE, 8, 7, 6S, and more!). Would there be any interest in this? :)

I missed this. My apologies for the late reply. I am not dedicated into telecoms. If I need it I know I can secure anonymous access to European networks for myself or for clients. The methods used are not applicable for large scale operations.
