I'm a European citizen operating a tourist business in Mexico and I'm in need of an offshore setup where I can get POS terminals to charge clients credit cards on site and also charge deposits.

The volume is about $20,000 - $40,000 USD a month and tickets are anything from $200 USD to $3000 USD and 90% US customers.

I have very low chargeback ratios on both my current credit card agreement and also on my PayPal account and been operating for 4 years.

Even though it's tourism it's a very low-risk business and we have physical contact with all clients so chargebacks are very very low.

I would love if somebody could point me in the right direction to jurisdictions and service providers or anybody could consult me and help me set up a complete solution.

I can get all the necessary documentation and travel if needed for signing etc.
 
Travelling business is considered high risk and for that reason I'm sure you are here on the forum to try find a payment processor.

Actually it's going to be difficult if you can't make any deposit as well as show a 6 months processing history (which you should be able as I read you), most payment processors won't touch your business.

However, you may incorporate your business in Europe as the first step in order to be able to get any payment processing at all. Once done I would try to approach RBS WorldPay, WireCard, Instabill and even GlobalPay they can help if they want to take on your business.

I have 3 years of processing history between our PayPal account and credit card processing with almost no chargebacks and only some refunds on our PayPal account due to bad weather cancellations etc. I have been in contact with a few 3rd party billers and the response is negative because I would incorporate in one country and physically charge clients in another country (Mexico) since I'm looking for a POS terminal, and they want me to use the terminal in the same country as the company.

By Europe you mean Cyprus or Malta or do I have other options keeping in mind I do the incorporation for tax reasons?
 
Cyprus and Malta are the first stop to research on when it comes to lower your tax, banking and credit card processing! If you want to spend a half live on searching for a credit card processor that accept your business while it is incorporated say in Belize or Seychelles you may do that. The shortcut is EU more over Cyprus and Malta as well as other low tax EU countries.
