Payment solution for "upwork" like site (& incorporation)

I'm starting an online business which intermediates specific services-rendering.

Basically the site will charge the client when he hires the service and repay the service provider once the service is acknowledged as completed, with the deduction of a fee.

Most clients and providers will be located in Latin America, with payments being received from there and having to be made to providers from there. However, for obvious reasons (regulations as #1), I don't want to incorporate there nor to receive the fees there - final destination of fees would be a personal EMI in Europe.

Do you guys have any suggestions both as to the best place of incorporation and to the payment system I could use to do this triangle payment? I would really appreciate any tips or directions.
 
for the payment provider, you should use a provider with a EMI license (such as a ewallet solution), you have couple of them for marketplaces (mangopay, hipay for instance are good).
it will be easier for you as you will be able to split the transaction between all the parties and just get your commission

otherwise, you will need to be able to collect the money for third parties which requires the EMI license, which is very expensive and requires a lot of time.
