He doesn't check if it's from illicit activities or not, most of people using this is because they have no source of funds for the money and they need one. Basically every country would consider this money laundering.

The judges in EU and many other countries won’t look at Wikipedia when they put you in jail or force the service provider to close bank accounts.

If you don’t check or can’t provide legal source of funds you can’t differentiate between people doing money laundering or not.

I don't know about mercury. I'm from a low risk country with a bvi company for consulting services, declined for an account.
they advertise bvi as fine, they advertise my country as fine, yet in practise its obviously not fine.
