Advise needed,Costa Rica or Malta license for Gambling and who can help with license?

I read in another thread that ihe best offshore country is Malta and Costa Rica thank you for that. Who can incorporate a company in Malta or Costa Rica and help with license and EVERYTHING required we don't want to do anything just pay and they do.

What are "small amount of taxes paid to the Caja" ? please be more specific? I had the understanding that Costa Rica was recognized offshore jurisdiction and you don't have to pay any tax there?
