E-Banking Options

I'm familiar with CardPay for electronic banking. Is there any other options there for e-banking that is easier to open than the average EU bank?

Most EU banks are requiring a lot of documents and information now. Just for 1 year ago it wasn't that much but after all the regulations in the EU and the changes because of Terrorism and all the s**t going on it has been more complicated.
