I'm sorting information on how to move from one EU country to another as EU citizen:
- short-term stay (up to 3 months)
- temporary stay (more than 3 month stay)
- permanent residence (after staying 5 years)


For temporary stay you have to register at police station after 3 months. Purposes recognised for obtaining a residence registration certificate:
- employment or work, self-employment, provision of services, job search,
- study, vocational training or other forms of education,
- reunification with a family member who is a citizen of the European Union or of the Republic of Slovenia,
- other reasons, provided that the conditions for doing so are met.


Question 1: if you have enough investments and not plan to work/study/volunteer/reunify family..., can you relocate and register? How much money do you need (minimum required amount) and how exactly do you prove that you are self-sufficient?

Question 2: can you buy or rent an apartment before registering or after registering?

Yes.

How much money do you need (minimum required amount) and how exactly do you prove that you are self-sufficient?
Depends on where you're going. But it's usually enough to show something proving your wealth/income, such as bank statements or employment contract. Any documents that reasonably demonstrate that you have enough money to not become a burden on society.

Question 2: can you buy or rent an apartment before registering or after registering?
Yes, although it might be easier to do so after you register and get a local ID number of some sort.

You are overcomplicating things.
An EU citizen acquires the right of residence when he registers his place of residence in the EU member states population register. No need to wait 3 months. If you wait 3 months you are overstaying and breaching the law if you dont register your residence and get the residence permit.

Answer to question 2 - you need a place of residence before registration.
Get a rental contract or buy a property, register your residence and apply for residence permit (which you have a legal right to acquire).
