Asked a German friend, he said what you are looking for is called a "vorratsgesellschaft" or "vorrats GMBH". Maybe you can find something with those search terms.
Germany isn't exactly known for dodgy offshore structures, so there should be lots of very reputable companies/law firms that should be able to help.
