Open Moneybookers account with Iran passport, possible?

Can I open a moneybookers account with passport from Iran, I really need to know before I can start to open my business?

You need a middle man in order to get this account opened with Skrill (Moneybookers) to avoid to use your passport from Iran.

I have an friend from Iran who was able to get a PayPal account and Skrill account. He bought both accounts from someone I don't know.
