There is no such thing as a None resident UK Ltd Company.
Typically high tax countries don't have DTAs with tax heavens. The UK is an exception though, as many tax heavens are former protectorates / colonies of the UK (like the UAE).Of course TNR. Still the TNR requires the correct set of circumstances to meet the enquirers criteria of - how somebody registering a UK Ltd can effectively pay 0% tax? and the fact a DTA exists means HMRC expect the company to be taxed somewhere, not not taxed at all. If the management and control and other criteria is in a country where the tax is already zero, would they be looking to establish in the UK and go through the TNR process. Maybe, but unlikely. It was more probably some sort of scam.
