I tried Bank of Georgia for HK company. They said no immediately.

I can tell you from experience that it is next to impossible to open a bank account in Hong Kong if you are not resident there. HSBC closed my account one year ago. I tried Neat (on-line bank) but they also turned me down. I have since closed my HK company.

Did you look at Estonia? Easy to start a company without residency, and you can bank with Holvi or Transferwise. But it only really works with SEPA customers paying in Euro.

Actually, you do not have to tell the Belgian authorities if you start a company in another country. You only need to report any dividend income on your personal tax. I already asked my Belgian accountant about that.
