The best way by far is to find someone in Russia who will sell you crypto, then send that to the recipient and recipient can cash out wherever. It may not be the cheapest route but will definitely be the least hassle.
There are cheque cashing services that can cash a/c payee cheques. You can search them online. They charge a lot (5-10%) and might take a month or two to pay out, but it could be easier than the hassle of setting up a whole new bank account especially for 1 cheque.
