1st formation is very picky about this things, I had the same trouble with them about another jurisdiction. There are other agents in the UK who won’t make a trouble out of it.
Since 2006 im coming to Bulgaria and never had problems with the mafia, they rather are busy with their own people then with foreigners. Also the one mafia boss I met in this years was nicer than the average person in bg.
Sofia and Bulgaria in general is safer than most western cities.
I think that with the costs to incorporate and maintain, and if you don't incorporate in Sofia or any other city but in the areas where you have a 0 percent corporate tax (see image), then I don't think there is any match for Bulgaria. Soon, on 31st March, Bulgaria will be in the Schengen...
A friend, who owns a Bulgarian EOOD holding with a UK Ltd daughter company, is facing because of this issues with his current UK agent, who no longer wishes to continue representing him.
If you read the article it says that the setup can give out certificates when using a nominee director. And there is no ubo for that matter if i read it correctly

I've noticed an increasing number of people from Dubai, mainly from the EU, choosing to come to Bulgaria. They seem comfortable paying the 9 percent tax and are now willing to pay 10 percent here due to significantly lower maintenance costs.

I’m not agreeing with you, I live here right now in Sofia(for many years already) as a western person, and everybody I speak with (foreigners) don’t have any difficulties what you speaking about. I don’t say some people get denied opening, for sure this will happen but there allot of banks here...
Cyprus maybe yes but Bulgaria is one of the easiest to open with the big banks here like DSK, Postbank and Fibank, even with unicredit and ubb its possible. Just walk in any branch in the city and you will succeed.
