The US has recently passed legislation disallowing opening of new non-resident accounts. This is presumably an anti-money laundering/anti-terrorist legislation (probably even anti-scams). I'm just wondering if other countries have followed suit.

Any business can sell to the US market. The only restrictions are those specific to the nature of the business/industry you are in. For example, if you plan to export to the US, you are subject to application Export Laws.
