Stay away from Zangpay. I've had a connection, who mentioned they got scammed with them. They do not have any normal procedures and are simply giving the same IBAN to all their customers, loading up on their money and then just ceasing communication and transfering the money elsewhere.

Fully agree with you, but for businesses it's a clear risk/reward factor. As you mentioned Kongo if lets say 50% or 20% of transactions are fraudulent, then it becomes a bad business strategy and thus you cut of your actual good customers from those regions. Regarding banks it's similar. MLRO...
