Do you have to pay tax on money transferred into a Mauritius account if you're not living there? (non-resident?). The red block in the screenshot make it sound like you have to pay tax on any funds transferred into Mauritius, even if you don't live there?
If it's a very large sum of money - you could probably move it offshore, far away. Sell everything and flee the country. Go build a new life elsewhere. Don't return else you'll probably be arrested?

Today I visited two banks on the island:
MCB
They don't open accounts unless you can maintain a 300 000 USD cash balance in your account.
If you don't have 300k USD to park in cash, you need to have a residency visa or work permit.
HSBC
They don't open accounts for non-resident foreigners...
