Not only for EU citizens. They have restrictions for some countries. Try talking to their customer support, see if you belong to any supported countries. :)
@Milky Moon Will it be possible to register a uk ltd or IBC in some jurisdiction and set up an EMI/Merchant account with it, for businesses related to cryptocurrency?
Thanks you for your feedback, I will look on to that.:) I think it's always better to go with most widely used EMI and reputed than some unfamiliar ones that's all.
@diablo Why dont you try Exmo. Give a look at it. There you can buy and exchange crypto and fiat also have card facilities. No personal experience, waiting for their verification.
Also look at some e-currency exchanger like okchanger.

@Admin Thank you for the feedback. I think Revoult also supports EU citizens, will confirm it with their support team.
I went through that that thread it seems like they don't offer unique IBAN which might be a problem for many exchanges.
