Many cards work great, sadly others are blacklisted. VCCs are a moving target and PayPal actively blacklists these when they spot a pattern of abuse. The last I used was icard, but I do not know if it still works for registration at this time.

icard should work well for you. At least it has not been black-listed by Paypal the last time we used it.
You should be able to get up to 20 VCCs from one account.
Vcc are a fast-moving target when it comes to PayPal.
