So it means that you can't for instant move to the Seychelles and do business from there, or, does it mean that you can move to the Seychelles form an IBC but can't conduct business locally (in the Seychelles) but offer your services to the rest of the Globe is OK?

I would at any time go for a Seychelles company over a BVI or for instant Panama company. The Seychelles are offering a great out of the box privacy layer. Best is, no accounting or filing of tax is required.

Really, it is great news, hopefully they will give up chasing all the offshore tax havens in order to get time to get the worlds economy on track again :)
