webpays seems a bit of a Mickey Mouse operation. Also it's not clear who really owns the company. Their API interface documentation is not good either. But they do offer to process high risk. It seems to be based in Hong Kong with the bank in Singapore and the owner being in the BVI.
If you just want to earn interest, why not deposit your dollars in a company like BlockFi who will pay you upwards of 6 to 8% a year with your money in USD stable coins?

I would not say they are a SCAM, but in my experience dealing with them they are very doshonest in pretending to be a bank.
