register offshore company for vat

I was wondering with all the talk we had about VAT in another thread if it's possible to register a Seychelles company for VAT to avoid to pay VAT to the companies charging it when you checkout? I can't find the thread where some guy told me that the Seychelles has already introduced VAT so...
