Bank Account Montenegro without Information Exchange agreement?

I just did some research and found a bank in Montenegro that claims to handle euro currency and that has not signed any Tax Information Exchange Agreement as such outlined by the OECD.

What do you think about banking in Montenegro? does some of you have any experience yet?

From how I read their policy anyone can open an account even US citizens can!

If you at any time get an account there please report back how the process for the account opening was. Personally I have no experience with Montenegro as an offshore jurisdiction.
