Unverified Paypal Sellers?

Do you think its safe to buy items from unverified Paypal sellers. I have a bad experience in this context. I have buy a book two weeks ago and still haven't get my item. I am thinking of filing a dispute against them in Paypal. Do you have any such experience?

A lot of paypal users have unverified account, because they do not have credit card at all.
