Which country:
- Allows the director to be unpaid for his services. No salary, no taxes, no social payments. (Share holder will be paid out in dividend)
- Or...has safe and affordable nominee dierctors options
- With affordable services (accountant, business address etc).
- Low taxes (profit tax and dividend tax) is a bonus
- Bonus: double tax treaties with certain European countries.

I would check the usual suspects that are in the E of Europe

Romania personal 10%/div 5%/ co w less than 1 million eur 1% w 1 employee or 3% w/o employees
Cheap accounting, relative cheap housing etc

Bulgaria taxes are a little higher, by a little, a plus for the beaches, anyway you spell that word jk

Montenegro 9%, expensive housing

Bulgaria is not an option, they do charge social payments for directors, even if without salary.

I was reading about Cyprus, that seems interesting too.
 
Company with a revenue less than 1 mil annually have 3% tax on revenue with no employee or 1% if there's at least 1, you can be that employee.

As a person you have 5% tax on dividends and 10% on capital gains etc, but it will add 530 euro as health insurance.

Taxes on salary are high around 45%, but for the minimum salary that's peanuts.
