I really think they're going to use spyware for this as there's no other way.
They already did the mobile cell tower tracking. this time they're saying GPS.
I know a few companies here that are deep into deep states affairs, have access to android and iPhone exploits and do this kind of thing for polices all around the world. A few of them also got exposed by wikileaks.
For cell tower tracking you don't need any hacks, just SIM card with mobile data.
If they want access to your data (texts, photos etc.) they can use some exploit from one of the companies.
I think HackingTeam (Galileo) is from Italy - so your country has experience in it. I believe the payload is often delivered through redirect links, someone sends you link and you click it, or through manipulated website traffic with cooperation with ISP. Of course this is illegal and unconstitutional but don't be surprised if it is happening.
They already use this for criminal case investigations. And you don't realize the spyware is on.
But (normally) they can't do this without a criminal investigation going on.
This is commonly used against journalist and dissidents in dozens of countries; they do not need investigation and simply abuse it.

Troops are wishing an overthrow of this unelected government. Pretty much everyone is, apart from the generals/commanders close to the PM.
A few lawyers are saying these lockdowns aren't legal. Yet they are punishing people with fines and 3 months criminal charges.
I'm pretty sure it isn't legal and if you did this in some countries or states, Texas maybe, I imagine huge resistance.
Decree isn't 100% clear, there's plenty of cases where it's up to the police on the spot to decide who's to fine or not.
By the constitution, they can't lock up people if they aren't tested. Even then they could lock them for up to two days.
I'm worried about Italy and how this will turn out. In the end the politicians may do more damage than coronavirus. All s**t is coming together at the same time, huge state debt, recession coming, pandemic virus.
I think Italy will also have huge impact on the future of EU and the eurozone. When
Greece went bankrupt, many things were considered (leaving EU, returning to original currency... ) it was a big event and the economy of Greece is like 10 times smaller than Italy.
