EU Banks Open to Non-Residents

Speaking of 250K deposit, Citibank in London is open too - Access to SWIFT, local UK payments as well as SEPA network via one account.

That's better than let's say a Lux account which only gets you SEPA and SWIFT.

I have never asked them that. You need to ideally show a connection to Luxembourg. In my case I used to live there. You also need to make personal visit but you can ask them directly.

Maybe, you can apply online below for a business relationship I think and see how it goes. I guess when it asks about connection to Lux you would select "Authorized representative of a legal entity" in that case conf/(%.

Used to be as private as Switzerland if not more so. However CRS is in place. Only benefit of Lux is stability, banking expertise for investment clients and a top place to keep funds, gold etc and sleep well at night.
 
EU citizens can bank relatively easily with banks in another EU countries.

1) You need to be born in the EU; (otherwise it might be more difficult)
2) You need to consider the languages offered by the bank; (local and sometimes English)
3) You need to know if they specialize in a certain 'non-resident' area; (cross border traffic, expats)
4) You need to have a good cover story; (I want a euro/zloty account, as I intent to {move,buy} X)

Online banks are easy; bunq, n26.
Retail banks that do online opening: DKB.de, ComDirect.de, HSBC.fr.
A lot of banks will open in person, make sure you adapt #4 to fit the bank.
It is not forbidden to open a account elsewhere in the EU, tax information will be exchanged!
Banks use verification methods that defeat 'the darks', so only open with real ID's.
