60 days tax residence in Cyprus

Hi, I have a question on the 60 days tax residence proposed by Cyprus. As a reminder, here are the criteria:
  • Remain in Cyprus for at least 60 days during a tax year; and
  • Do not reside in any other single state for a period exceeding 183 days; and
  • Is not tax resident in any other state; and
  • Carry out business activities and/or work in Cyprus and/or be a director at any time in a Cyprus tax resident company; and
  • Maintain a permanent residence in Cyprus (either owned or rented)
My question concerns the last two points (especially the last one): should they be valid for the entire tax year to show some form of permanent residence? Could someone satisfying all criteria but only arriving in Cyprus say in August or September be considered as tax resident based on 60 days rule?
 
I'm not sure if it's formally required but IIRC, you're expected to maintain an all-year place of residence in Cyprus. What some people do is buy/rent some cheap apartment or house, and rent/buy a nicer place for when they're on the island for the 60 days per year.

Or just get a place that nice enough to spend 60 days/year in, but keep it all year.
