I don't believe there is anyone who is able to apply PayPal for their Seychelles corp. people will have to look into alternatives like WorldPay.com 2co.com, Skrill & Neteller or even e-currencies like BitPay or BitCoins.

I think with the capital requirement it is only rare that someone is going that route there are cheaper and better option to enter the EU border for instant in Malta and the UK, Germany has also some methods.
