They advertise like that because they wanted to get customers since it is a huge competition in the market, as far as I'm concerned. Some banks will say anything good ( even if its partially true ) just to attract customers.
As what the Admin said from his experience, all banks requires the applicant to submit Reference letters. This is probably to verify the person who wants to user their services.
You don't need to contact anyone locally for some banks. You just need to email them, send your documents and other requirements, pay the fees and you're done. As long as you submit the right documents you can easily open it without anyone visiting the bank.

Anyway, as what people have said here, the primary reason why people are applying for an Offshore account is that they are tired of the stupid tax laws by their country and wanted to avoid paying big amount of taxes!

Most of the bank account these days supports online banking. Just email your bank or visit them personally to make things clear. Go to another bank if they don't support online banking yet! Because that's very old and technology is a big part of industry today

Never trust PayPal with Offshore banking. As far as my research goes, they screw up their clients and they are implementing huge fees which is the main reason why we are using Offshore bank accounts.
