As you said they were domestic website owners, so what about foreign websites that focuses only foreign people like just US and EU customers? Is that still not legal? And the offshore corp. structure of it?

And what should the business structure be? Like if a court order in China request info from US hostings or domain companies, should they obligate to respond?

My questions is more like about litigation and legal thing about corp. structure. If an online business is legal in many developed countries but not so legal in home country, then is it possible for operator to create corp. and the business and provide it to only legal countries worldwide? and...
