Tax Information Exchange agreement means it is s**t to do business there if privacy matters! Regardless how you are considering this if your country has signed a TIEA with the offshore jurisdiction in question you better stay away from there!

Whats the problem to get this done? Incorporate a company where you can get nominees and most important some VPS / VPN solution and the DD documents, so it's a done deal.
You may lookup the offshore jurisdiction of the company and the go through their list of fees for this jurisdiction. Most often you will find the Nominee director and nominee shareholder fee for 1 year on the list :)
