As I see it, the benefit of free SEPA transfers comes from customers having balance on borderless account and later using it either with debit card or tranferring outside SEPA area. So when the money is already on Transferwise system, customers are more likely to use TW to spend the money later on.
It seems Transferwise works with relatively big transfers, too.

I have succesfully used Ultra from T-mobile in following countries during last month:
- Netherlands
- Russia
- Turkey
- Bulgaria
- Estonia
- Finland
- Georgia
- Latvia
Incoming SMS works perfectly in all of those countries. Topup works with Transferwise card.

I don't know where you get this 900 or 600, but both are totally crazy. Check the first page, agency Martin linked to. They ask 190 euros (+vat%). Company registration process is so easy that this 600 or 900 just crazy.
