The visa is only available to nationals of countries that offer Digital Nomad Visas (DNVs) to Filipinos.

Hummm that's a fair but restrictive clause I guess. Trumps reciprocation approach to business has rubbed off on this US vassal state probably .

most of EU countries do offer digital nomads visa to any nationality including filipinos who meet income requiremenets, therefore it should be good for Europeans?

Who will want to go to the hassle of getting that visa when you can stay in PH on a tourist visa up to 3 years? Then you can leave the country for one day, and you get another 3 years.
