You want to offer some money to get access to the mentor group and learn how you can setup a paypal account as well as any other EMI account or unlock frozen accounts. I just say it, if you want to learn and put some time into this you will be able to do this task yourself.

good suggestion, or you could simply try yourself, it isn't that difficult.
