Let's say a company is solely operating from SG it bought computers in a US Apple Store for its employees. I would assume they can't deduct sales tax (although some states have 0), but can they offset these expenses in SG? Or do such expenses are only deductible in SG?

You can offset the expense but you won't get back the sale tax/GST from Singapore authorities.
I do this all the times when I travel and need to buy for example a Sim card with an internet plan to work... or a laptop charger for my work laptop, and so on...
Good to know, thanks a lot!
