Belize, Seychelles - specific use cases?

I've heard several times that some knowledgable people in this domain of company formations, taxes... have companies in Belize and Seychelles, and although they claim that they're aware that these aren't reputable jurisdictions, but they use do them for "a very specific use case(s)". What those specific use cases could be?
