Eu person can open a company in Bulgaria it is cheap to open one and be the director and do freelance it will be cheaper.

You don't need a company if you want to work as freelancer in BG (registering as self employed is sufficient). It only makes sense, if you want to limit liability, have more than 25% cost or the client asks for it, but you pay almost twice as much tax and has at least twice the accounting cost.
