Intel Management Engine - The chip has full access to the system hardware, even when powered off.
Well documented and observed to be 'phoning home', it's anyone's guess what data is being sent to Intel.

If you're serious about security, you wouldn't want this crap on your system. Which means back to 3rd gen CPUs, or older. And tweaking to disable the ME as per my previous posts.
