Do this rule apply to land only ?
or apartment size also included in this calculation ?

It reads like a total and there is no specific wording excluding apartments. So you sum up the size of your properties (land if it's land with a house, or just apartment size if it's an apartment) and so long as the sum is less than 30 hectares, you're good.

Would be best to ask a Turkish property/immigration lawyer, though.

BTW, DM me if you find an apartment that's 30 hectares. I'm starting to feel claustrophobia in this 29 hectare penthouse.
