After google and wikipedia search, still have no clue how does this kind of cheque fraud work.
Mister X wants to cash a bank cheque but for some reason can't open a bank account to get withdrawing amount to, so he asks mister Z who has an account to help with cashing. As far as cashing amount is enormous, and ready to pay commission is exceeding limit of prudence it has obvious fraud indicators. Observing rise of such kind of requests coming from different regions tends to suggest that it has to be widely spread. Would appreciate any ideas or comments.
