No experience, but a Citi banker once told me that once you have a Citigold account in one country, you can immediately open one in all other countries where they have a presence. Sounded similar to what I've heard about HSBC.

That's definitely not the case, you need to match the AUM in each country.
I don't have experience with Citigold UAE, but if the customer support is comparable to other banks, I'd avoid it at all costs and pick Citigold Singapore.
Citi UAE service is bad, but all UAE bank service is bad. The Citi UAE Gold service is slightly better. They're generally polite and resolve most issues in a few days to a week. They have only a few branches and not many ATMs in UAE. Also once you achieve Gold status if you withdraw the assets and drop below the threshold, they will give you quite some time to regain the threshold.
