So with more than 45 DTA's in place and a corporate tax of only 10% it is very apealing to move our business or parts of it to Cyprus. As you may have read from other threads we are a PSP and looking to reorganise our business.

Is Cyprus the right place for us? Does it requires a finacial license in Cyprus to operate a Payment Service Provider business?

All input is much appreciated :)

Will you handle the money on behalf of the merchant or do you only provide the gateway?

The answer to the above may depend on the answer you will get. Many banks in Cyprus and other countries will require a license if you handle the money on behalf of 3rd parties. In Cyprus this is regulated by CySec.

No the Acquiring bank will handle the payouts directly to the merchant we only provide the payment gateway services towards merchants.

That's actually the reason for why we don't need a financial license in Norway!
