Cyprus company to benefit from TIA and DTA how?

I must ask, how can I as an EU citizen benefit from a TIA and / or DTA, DTAA ? I'm so sorry to ask, but I need to figure out how this all works. Is it good to have a Cyprus company when Cyprus has signed a DTA with my country?

I read DTA is only good if your home country has a higher tax than Cyprus, so you can pay the tax in Cyprus rather than in your home country.
