Do you know of any offshore bank that can offer all or most of all this? I would really like to learn more about such a bank for my business.

Piraeus and Hellenic bank in Cyprus offers you all if this, I'm not that certain about low fees, since this is always a topic that can be discussed! What is a low fee! for offshore banking general speaking you won't find any low fees compared to your local bank!

That sounds good, I'm in prcess to open an account with Hellenic. Are there any other offhsore banks that have the same please?

The bank in Mauritius and St Vincent offer most of it. St. Vincent require a bankers reference letter now as far as I have been informed by a friend that wanted to open an account with them.
