In short, the report says that creating such a registry would be difficult to implement, especially to get at certain assets.
I also searched online for news on action by EU bodies on an asset registry. I can't find evidence that it's moved forward since the report was issued. If anyone knows of recent movement, it would be interesting to hear it.
It occurs to me that the registry would apply to the elites from government, finance, business, and media of the EU and member countries. Perhaps that explains why I don't see much evidence online that this specific idea is moving forward. For example, many people must have an interest in keeping French real estate ownership records as obscure as they are.
Of course, one should not be complacent. Commenters earlier in this thread noted that some version of this is coming eventually. Meanwhile, the EU moves forward on many other questionable initiatives. So the prudent course is to avoid the EU.
