EU list of non-cooperative jurisdictions for tax purposes - consequences?

Hello,

since there are a few countries on this list -

a) what would happen if a company pays an invoice from a country which is on this list? will the transfer be blocked?

b) what would happen if someone recieves dividends from a country which is on this list?

c) are there any consequences business/banking-wise in working/owning with a company from this list?
